The car battery provides electricity for electrolysis

The source of electricity for supplying electrical current for electrolysis to take place will be the car battery. Once the system is installed into the car, it is possible to separate water with the help of electrolysis so that a gas called Oxyhydrogen or Brown gas is extracted from water.

This Brown gas is basically a flammable gas that is burnt so that the car receives energy to run your car or any other vehicle like a truck. However this system doest not run solely on water. You still need some gasoline, in small amounts to convert water into Brown gas for fueling your car.

The reason fuel is required for this process of fuel conversion is because the water used here is not actually the fuel for running the car.
